Role Under general supervision, responsible for the design and construction of County public improvement projects.
Performs specialized functions related to County engineering projects.
Work assignments are usually broad in scope and require the use of judgment in making difficult technical decisions.
Major Duties, Responsibilities Works under the direction of and with other Engineering and Construction staff to perform professional engineering design on roads, bridges, drainage, airports and other County improvement projects.
Uses engineering design software including AutoCAD Civil 3D and ArcGIS to perform engineering analyses, prepares construction plans and exhibits, and creates engineering related specifications, reports, and studies.
Performs technical review on engineering reports, studies, plans and specifications produced by other Engineers or outside consultants.
Conducts field visits during and/or prior to design projects and performs site measurements to identify design needs and constraints.
Performs field visits during project construction to provide engineering support.
Works with survey and right-of-way staff as needed to support project design.
Works with County's pavement management system to extracts information for project designs, run analyses, and recommend future improvements.
Represents Public Works Department in working with other government, utilities and private entities as needed on specific projects involving development impacting public right-of-way and in support of other County interests.
Mentors and assists the Civil Engineer I.
Performs other job-related duties as assigned.
Minimum Qualifications Education: Bachelor’s Degree in Civil Engineering or related field.
Experience: A minimum of three (3) years of experience in Civil Engineering or related field An equivalent combination of directly related work experience and education may substitute for the degree or experience requirement on a year-per-year basis.
Additional Requirements: Must be registered in the State of Arizona as a Professional Engineer with proficiency in Civil Engineering.
Must possess a valid Arizona driver’s license.
Other Skills Required Knowledge, Skills, and Abilities: Knowledge of: Principles and practices of professional civil engineering.
Methods and techniques of design, construction, and maintenance of public improvement projects.
Computer-aided design software, GIS software, and common office software programs.
Federal, state, and county engineering, design, construction and material specification, laws, rules, regulations, codes and ordinances.
Business English, spelling, grammar, punctuation, and composition.
Clerical office practices and procedures.
Research techniques and report writing.
Current Microsoft Office software.
Filing and recordkeeping.
Skill in: Making engineering computations, estimates, and designs with AutoCAD Civil 3D and other design software.
Preparing project design plans, construction specifications and technical reports.
Communicating effectively verbally and in writing and communicating orally in a face-to-face setting and by telephone with public and employees.
Establishing and maintaining effective working relationships with employees, other agencies, and the public.
Organization and adherence to detail.
Ability to: Schedule and organize assigned design projects to meet established deadlines.
Perform technical research work, analyze problems, and recommend solutions.
Maintain and expand CAD knowledge.
Perform technical reviews and provide critical comments on project design documents.
Maintain a professional work environment and businesslike appearance.
Develop and maintain effective working relationships with associates, employees of other departments, representatives of other organizations, County officials, and the public.
Keep management informed of key operating issues affecting the department.
Remain current in knowledge required to perform assigned duties.
Handle confidential matters and maintain discretion always.
Act with courtesy, tact, and diplomacy.
Work Environment: The work environment is associated with an office and field environment year-round in all weather conditions and includes exposure to loud noise, dust, fumes, mist, and chemicals.
Physical Requirements: Ability to sit, stand, walk, or bend for extended periods of time.
Sufficient vision to read printed materials and a computer screen; hearing and speech ability to communicate effective in-person and telephonically.
Capable of frequent repetitive movement of arms, fingers, and wrists.
Ability to lift up to 30 pounds.
