Role Under general direction, plans, coordinates, and manages a variety of complex, County-wide, and/or interdepartmental projects through their entire project lifecycle, including identifying users' needs, gathering detailed requirements and analyzing project feasibility.
Major Duties, Responsibilities Manages complex, County-wide, and/or interdepartmental IT projects such as research, development, conversion, installation, upgrade, and maintenance projects.
Provides coordination, guidance, and oversight for all phases of a project, including initiation, planning, implementation, monitoring, and close-out.
Plans and defines project requirements, methods, and objectives in consultation with end-users; performs risk assessments; develops concept documents, impact analyses, stakeholder analyses, and drafts process documentation; coordinates project activities with all stakeholders.
Evaluates and tests vendor packages for conformance with user requirements and priorities.
Develops project budgets, contracts, and schedules; monitors project progress and ensures project goals and contract requirements are met.
Prepares feasibility studies, cost and benefits analyses, product evaluation, requirement specifications, designs, and other analyses and documentation.
Develops consultant requests for proposals; evaluates proposals and makes recommendations; develops and reviews contract terms and amendments; ensures vendor compliance with County and department standards and specifications and time and budget estimates; reviews design documents to ensure technical integrity; reviews and updates deliverables.
Tracks project expenditures, reviews invoices for accuracy and consistency with contractual obligations, and recommends appropriate dispersals of allocated funds.
Develops and recommends comprehensive standards, policies, procedures, and technical documentation.
Conducts special research assignments, gather data, and prepares reports for consideration by management or special committees.
Performs other job-related duties as assigned.
Minimum Qualifications Education: Bachelor’s Degree in Business Administration, Information Systems, or closely related field.
Experience: A minimum of three (3) years of progressively responsible experience in project management.
An equivalent combination of directly related work experience and education may substitute for the degree requirement on a year-per-year basis.
Additional Requirements: Must possess a valid Arizona driver’s license.
Must obtain Project Management Professional (PMP) certification within one (1) year of hire date.

Advanced data management theory, principles, practices, and their application to a wide variety of services and programs.
Contract administration principles and techniques.
Research and reporting methods, techniques, and procedures.
Advanced techniques and methods of system evaluation, implementation, and documentation.
Business English, spelling, grammar, punctuation, and composition.
Clerical office practices and procedures.
Research techniques and report writing.
Current Microsoft Office software.
Filing and recordkeeping.
Skill in: Managing multiple projects at the same time.
Researching, developing, and recommending cost-effective technical system improvements.
Preparing clear and concise program documentation, system and user procedures, reports of work performed, and other written materials.
Establishing and maintaining a variety of filing, record keeping, and tracking systems.
Communicating effectively verbally and in writing and communicating orally in a face-to-face setting and by telephone with public and employees.
Organization and adherence to detail.
Ability to: Prioritize work, meet deadlines, and make independent decisions.
Provide exceptional customer service, demonstrating tact and diplomacy.
Protect confidential information and maintain discretion.
Perform analyses of informational requirements and needs.
Conduct complex research projects on a wide variety of software issues.
Design and implement new or revised systems and procedures for the automation of information processing.
Interpret, apply, explain, and ensure compliance with Federal, State, and local policies, procedures, laws, rules, and regulations.
Develop and maintain effective working relationships with associates, employees of other departments, representatives of other organizations, County officials, and the public.
Keep management informed of key operating issues affecting the department.
Remain current in knowledge required to perform assigned duties.
Handle confidential matters and maintain discretion always.
Work professionally and effectively with co-workers, clients, victims of crime, witnesses, and the general public.
Act with courtesy, tact, and diplomacy.
Work Environment: The work environment is associated with an office.
The work area is adequately lighted, heated or cooled and ventilated.
Physical Requirements: Ability to sit or stand for extended periods of time, bend, stoop, kneel, crawl under desks, and walk on uneven ground.
Sufficient vision to read printed materials and a computer screen; hearing and speech ability to communicate effectively in person and telephonically.
Standing and walking between work areas is frequently required.
Capable of frequent repetitive movement of arms, fingers, and wrists.
Capable of occasionally lifting up to 40 pounds.
